Allowed is the minimum standard that keeps the manufacturer warranty technically intact. Preferred is what Hardie recommends for the system to actually perform, with tighter details on fastener depth, grade clearance, sealed cut edges, back-priming, and joint treatment. Preferred takes more labor and costs more. It is also the difference between paint holding for fifteen years and peeling in four. It is a fair question to ask any siding contractor quoting your job.
Technically yes, and we generally advise against it. Covering old siding traps moisture, creates an uneven surface, and can void manufacturer warranties. Tearing off costs more and lets us see and repair the sheathing underneath, which is what protects the investment.
